Aid groups urge Kan to rethink ODA cut in draft extra budget+

This is amazing. A pure example of what Ayn Rand contemptuously termed altruism. These groups are telling Mr. Kan that he should not unilaterally use Japanese taxpayers’ money for Japanese taxpayers’ benefit: other people deserve some of the loot, too. I wonder how much sympathy this will garner amongst Japanese taxpayers at this time?

TOKYO, April 25 (AP) – (Kyodo)—Japanese aid groups on Monday urged the Cabinet of Prime Minister Naoto Kan to rethink its plan to cut Tokyo’s contributions to a global fund to fight infectious diseases to raise funds for reconstruction work after the March 11 quake and tsunami.

The nongovernmental organizations supporting the poor in Africa and people living with HIV and AIDS called on Kan’s government to explore ways to balance the rebuilding of disaster-hit eastern and northeastern Japan with the battle to eliminate poverty and infectious diseases in the world.

Another article cautiously praising the Japanese government’s response to the recent disaster (although after quickly glancing through the contents, it looks to be little more than a re-hash of what Karel von Wolferen wrote the other day):

There are three things that stand out about the current Japanese response that distinguish it sharply from the last time the country suffered a comparable shock—the Kobe earthquake of 1995—and which underline just how much has changed since then.The first difference is the considerable lengths that the Kan government has taken to keep the Japanese people informed about the crisis and its efforts to deal with it. The Prime Minister and Chief Cabinet Secretary Yukio Edano have been offering regular press briefings as the crisis has unfolded, in sharp contrast with the hapless Maruyama government, whose initial response in 1995 was marked by indecision and apparent confusion.
